The US Semiconductor Talent Shortage: What the CHIPS Act Means for Startup Hiring

CHIPS Act funding has pulled huge demand into US manufacturing hubs. For startups, the challenge is no longer just finding scarce engineers, but persuading them to choose a small team over a fab giant with a signing bonus.

Demand has outrun supply

New and expanded fabs in Arizona, Texas, New York and Ohio need process, equipment, yield and test engineers in volume. Those are the same people early-stage startups rely on to get devices qualified and into production.

The result is a market where experienced engineers receive several approaches a month, and large employers can outbid startups on base salary.

Where the talent sits

Design and architecture talent clusters around the Bay Area, Austin, San Diego and Boston. Manufacturing and process talent follows the fabs to Phoenix, upstate New York and Texas. Photonics expertise concentrates around Boston, Tucson, Rochester and the Bay Area.

Mapping where people actually sit, rather than where job boards say they are, is the first step in any serious US search.

How startups win candidates

Lead with ownership and scope. Engineers leaving large companies want to own a block, a process or a product end to end, and to see the results of their work quickly.

Be clear about funding runway, equity and the technical milestone the hire unlocks. A credible story about the next tape-out or customer qualification persuades more than a slightly higher base.

Hiring across the Atlantic

Many European chip and photonics startups now need a US commercial presence or a US engineering team close to customers. Getting the first US hire right, often a field applications engineer or head of sales, sets the tone for everything after.

A specialist who works across Europe and the US can run both sides of that search with one network and one consistent brief.
